Control Strategies for the Fugitive Particulate Emissions

Fugitive pollution sources are the physical or chemical operation units which pollute air directly without treatment equipments. The amount of primary particulate pollution emissions is 250 thousand per year in our country. Most fugitive emissions are dusts from traffic, industrial and construction sites contributing to 31%, 19%, and 11%. These are the focus of our control strategies. The Environmental Protection Administration in 2003 announced and implemented its “Regulations Governing the Management of Construction Air Pollution Control Installations” and “Fugitive Particulate Pollutants Control Facilities Management Regulations for Stationary Pollution Sources” etc. The aim is to control all fugitive pollution sources and to prevent air pollution by effective prevention management. This year’s project achievement will be: first, to set into action for “Fugitive Particulate Pollutants Control Facilities Management Regulations for Stationary Pollution Sources”, to carry out regulation and Prevention Solution campaign, set up Prevention Solution manual, to provide guideline for professions and Department of Environmental Protection, and execute main pollution source control from processing sandstone, steel-making, harbor district sundry goods loading and transporting area, construction sites and traffic dust. Second, to review subsume the 9th group permission: sandstone-collection process, particle materials loading and transporting, to draft and set into action for business maintaining public bare lands and roads, inspecting and renewing our fugitive pollution sources’ direction. Finally, to assist and supervise each county and city executing fugitive pollution control in order to ascend exestuation result, including categorizing each achievement from execution, control and the air pollution inspection data of particle emission, and assessing the result from all counties and cities.
